investing in wastewater treatment is literally a no brainer decision. Completely uncontroversial public spending, it's not very high on expertise so more chances for local procurement and local construction jobs, and a golden opportunity for graft and kickbacks. Moreover China has had the volumes, growth and no shortage of capital for decades now. I really don't understand why politicians and local officials just let this kind of pollution happen when they can get all the benefits. Same is happening in India and Indonesia too. Just steal if you're gonna steal anyway, but make something happen on the side too.
The huge market share of China in this industry is very unhealthy. The EU should protect their countries against the cheaper chinese import goods. Almost all EU factories in the textile/clothing business had to shut down, because of the chinese import. The EU became very dependent from imported goods, resources, foreign work and that is ruined its economy. There are lots of unemployed people in eastern and southern europe, because of the greed of the EU companies.

China’s power supply shortage was home made. They spitefully cut off supplies of coal from Australia so while coal filled ships languished in Chinese harbours, power supplies stopped, factories shut down, Chinese citizens lost their jobs, investment fled and the economy is grinding to a halt. Nice work!
